According to Drug and Gang experts it can mean. #1 gang activity in the area. or #2 It is used to advertise drug sales activity in the area.

Didn't mean to hi-jack the board, but it was interesting. Compared to where I used to live, I feel extremely safe here. Hope we get to do more research like this.

I know nothing for UR gang crap...I do know that when VietNam era Marines were released from active duty, it was customarily for them to tie & toss their combat boots over the power lines closest to the base's main gate exit...Signifying Been There/done that, now"Going Home" In a Strange way it was comforting to see these images.

I think one of the articles up there mentions something to that effect. Tugboaters have rituals with their old work boots too.
